Introduction

The Surat Municipal Corporation (SMC) has set up 18 city civic centres for providing various citizen centric services. They process a high number of transactions of which there has been a steady increase. It was observed that the number of transactions increases substantially during the rebate and billing period. During this period, citizens need to stand in queue to personally pay their dues. Thus, alternate service delivery channel which enabled anytime and anyplace access was sought.
